求，并对公共厕所的臭味强度(odor intensity)和蝇蛆数量(the number of flies and maggots)等评价指标规定了限值。附属式公共厕所(toilets attached to other buildings) 每平方米苍蝇数小于等于1只，独立式公共厕所( independent public toilets)小于等于3只。征求意见稿还规定，在公共厕所服务区内男女人群数量相当情况下，男女厕位(the number of stalls for men and women)比例宜为1∶2。
