不必世界音标精确朗读英文是世界难题。在以英语为母语的国家，如美国，英国，加拿大都存在英文单词不会读的疑问。美国学生不学世界音标，直接根据英文字母朗读英文，选用phon'ics福尼斯英语教育法，有30%至40%的学生计在阅览妨碍。因为用福尼斯英语教育法不能精确朗读英文，所以从1940年起，美国不计其数的学校不必福尼斯英语教育法，而用 whole language全词教育法。十几年后，美国学生阅览妨碍高达50%至60%，发生了许多文盲。美国教育部泄露：整个美国有9000万个成人文盲。其他学习全词教育法的国家，成果大致类似。英国文盲比例高达22%。

2002年布什政府投入9亿美元在学校恢复福尼斯英语教育法。

2005年12月2日英国《泰晤士报》宣告文章“露丝凯利理解地阐明要恢复语音教育法来学习言语”。文章说：英国教育部长露丝凯利女士昨日说：从下一年九月起，有必要选用传统的福尼斯英语教育法来教一切5岁的孩子阅览英语。在被咒骂的政府官员查看，断定对孩子们的教育失利后，教育部长扔掉了学校现行的英语教育办法。露丝凯利女士说：学校将被奉告中止选用现行的教育体系，改为鼓舞教师运用多种的办法。他们将被“灵敏的和首选的”指定选用福尼斯英语教育法。孩子们有必要学习字母的读音和如何把字母组合起来构成单词的读音。

福尼斯英语教育法被撤消后又恢复，这阐明美国和英国没有比福尼斯英语教育法非常好的英语学习办法，而不能阐明福尼斯英语教育法是最佳的英语学习办法。假定尼斯英语是最佳的英语学习办法，它就不会在60年前被全词教育法替代。

2002年2月美国总统布什访华，到清华大学作讲演时还说到了美国孩子的阅览妨碍疑问，布什说：

“咱们国家最令人沮丧的作业之一，就是有恰当一有些四年级的学生不能抵达他们本年级的阅览才能。咱们可以愿望一个四年级不能阅览的孩子，到了中学相同不能阅览。假定一个在中学还不能阅览的孩子，高中结业今后很可以不会阅览满足的东西，所以也很难上大学。非常怅惘在美国会是这样一种情况。”
